The City of Odessa has approached the European Bank for Reconstruction and Development (EBRD) requesting financing of approx. EUR 20 million (the "Project) to its district heating utility company, "Teplopostachannya Mista Odesi" (TMO). The financing would support the rehabilitation and modernisation of municipal district heating infrastructure in the City.

The investment components to be financed by the EBRD supported Project include, inter alia:

- Pipeline replacement;

- Boiler houses rehabilitation, including metering;

- Installation of Individual Heating Substations;

- Introduction of network management software and remote control.

Tendering for the above Supply and Installation contracts is expected to begin in March 2010. The Project is subject to loan approval by the Ministry of Finance and National Bank of Ukraine and subsequent issuance of a city guarantee. If not approved, then tenders may be cancelled.

The budget for the project, subject of this General Procurement Notice is about EUR 20 million.

Contracts to be financed with the proceeds of the loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons, or entities or for any import of goods if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter Vll of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
