This Invitation for Tenders follows the General Procurement Notice for this project which was published in 'Procurement Opportunities', 1 December 2011.

Production and exploitation department (PED) "Bishkekvodokanal" hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Bishkek Water Supply Project.

The Purchaser now invites sealed tenders from suppliers for the following contract[s] to be funded from part of the proceeds of the loan:

Lot 1

1. Emergency and maintenance vehicle. Van with two compartments with heating system

2. Emergency and maintenance vehicle. Van with two compartments with heating system and gas welding station

3. Maintenance vehicle, with power generating equipment 6 kW, Suction pump 10m3/h and 10m head

4. Maintenance vehicle without power generating equipment

5. Maintenance vehicle with power generating equipment 8 kW, suction pump 16m3/h and 10m head and ventilating blower

Lot 2

1. Sewer flusher, heated with cleaning device for pipes with diameter – 150-600mm, length of high pressure hose – 80 m

2. Sewer flusher, heated with cleaning device for pipes with diameter – 150-1,000mm, length of high pressure hose – 100 m

3. Sprinkler tank vehicle, tank capacity – min 6m3.

Lot 3

1. Excavator – loader, bucket capacity min 0.,20-max 0.35m3, maximum digging depth – up to 6.0 m

2. Excavator, single bucket, pneumatic tired, nominal bucket capacity – min 0.25–max 0.3m3, maximum digging depth – 4.15 m

Lot 4

1. Excavator single bucket, pneumatic tired, bucket capacity min 0.55 m3, maximum digging depth – 4.80 m (backhoe)

2. Excavator single bucket, crawler mounted, bucket capacity min 0.9m3, maximum digging depth – 6.7 m (backhoe)

Lot 5

1. Dump truck, bearing capacity 25-30 t (triaxial)

Lot 6

1. Crane, bearing capacity – min 16 t, working radius min 1.5–max 17m

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

1. The tenderer has to present with a "Letter of Authorization" that he is duly authorised by the goods' manufacturer or producer to supply the goods in the Purchaser's country;

2. The tenderer has the financial, technical and production capability and capacity necessary to perform the Contract. Annual turnover should not be less than 300,000 Euro per year (150,000 Euro per year for lots 5 and 6) (volume I.viii Data sheet, item 3). The tenderer shall submit the information about the outstanding tax and social fund payments (Volume I.viii Data sheet, item 6) and balance sheets, profit and loss statements, auditors' reports, etc. (Volume I.viii Data sheet, item 4).

3. The tenderer has satisfactorily performed at least 3 projects of supplying similar goods and services to other purchasers during last 3 years;

4. The tenderer or its agent will be able to carry out the supplier's obligation on maintenance during the warranty period of the manufacturer or producer and spare parts stocking obligations prescribed in these tender documents. The tenderer has to provide the necessary certificates, licenses or letter of authorization.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of 640 KGS.

Tenders must be delivered to the office at the address below on or before 16:00 Bishkek time, 14 March 2012, at which time they will be opened in the presence of those tenderers' representatives who choose to attend.

A register of potential tenderers who have purchased the tender documents may be inspected at the address below.
