7. Contract description

The objective of the Africa Sustainable Energy Facility is to increase the role of the private sector in financing climate change activities. More specifically, the project aims to promote climate finance through local financial intermediaries in order to increase the financing for smaller renewable energy and energy efficiency projects.
The involvement of technical expertise will be paramount to develop and present technically and financially sound projects. The nature of the assistance will be technical/engineering, legal and financial. The consultant will have the role of identifying - together with the financial intermediaries - eligible projects, develop these projects to bankability stage, and vet the projects in terms of their technical and commercial viability. TA may also be used by the participating financial intermediaries concerned, and provide them with training or other forms of assistance to ensure that they apply fully professional standards with regards to their technical and commercial evaluation of eligible projects.

The project is developed in close cooperation with the International Finance Corporation (IFC) who will be responsible for a second procurement which will be initiated tentatively end of June 2012.

ACP-EC Partnership Agreement signed at Cotonou on 23 June 2000 as amended on 25 June 2005 and in 2008 (Annex II), the Council Regulation (EC)617/2007 of 14 of May 2007 on the implementation of the 10 EDF under the ACP-CE Partnership Agreement, the Financial Regulation applicable to the 10 EDF, adopted by the Council Regulation no. 215/2008 and the EU - Africa Infrastructure Trust Fund agreement signed on 23.4.2007
