This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 28 February 2011.

The Bodrum Water and Wastewater Administration ('BOSKI' or the 'Employer'), hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the construction of the Torba Wastewater Treatment Plant.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

• Construction of the Torba Wastewater Treatment Plant with an average capacity of 2000 m3/day based on biological treatment using "Integrated Fixed-film Activated Sludge Process" or "Aerobic Submerged Fixed-film Process" or similar/equivalent process with nitrogen and phosphorus removal.

• The contract consists of complete engineering design and construction, civil, mechanical, electrical, instrumentation, control and automation works necessary for the complete construction of the wastewater treatment plant, start-up of the plant, 90 day trial operation of wastewater treatment plant prior to taking over by the Client, commissioning, operational training of the Client's personnel during 90 day Trial Operation Period, and final hand-over to the Employer of the complete wastewater treatment plant ready for operation.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

• The Tenderer shall demonstrate that it has successful experience as a prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last 5 years;

• Specific experience in at least one (1) contract within the last five (5) years, each with a value of at least EURO Six hundred thousand (600,000), that have been successfully and substantially completed and that are similar / equivalent to the proposed Works.

• Experience in the design of a wastewater treatment plant with the capacity of minimum of 2,000 m3/day based on "Integrated Fixed-film Activated Sludge Process" or "Aerobic Submerged Fixed-film Process" with biological phosphorus and nitrogen removal.

• The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years of not less than EURO 3,000,000 equivalent.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of EURO 200 or the equivalent in a convertible currency.

Interested tenderers, upon registering their company information and power of attorney for the person who will receive the tender dossier, and submitting a copy of the receipt for the payment of EURO 200 to the below-mentioned bank account, can receive the tender dossier from Employer.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a tender security of EURO 24,000 (twenty four thousand Euro) or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 12.00 noon (Turkish Local Time) on 5 March 2012. Tenders will be opened at 14.00 pm on the same day in the presence of those tenderers' representatives who choose to attend.
