Project name: Pan European Corridor Project Country: Ukraine Business sector: Transport Project ID: 6481-EOI-40185 Funding source: EBRD Type of contract: Consulting Services Type of notice: Request for Expressions of Interest Issue date: 12 September 2011 Closing date: 20 October 2011 (12:00 hours local time) This notice follows the General Procurement Notice (GPN) for this project published on the Bank's Website on 15 June 2011. The State Road Administration of Ukraine - Ukravtodor (the "Employer") intends applying the proceeds of a loan from the European Bank for Reconstruction and Development (the "Bank") toward the cost for repair and maintenance works of sections of the M06 Road Kiev – Chop. The OPRC projects will be the subject of awards using the World Bank sample bidding documents and specifications for Output and Performance Based Road Contracts. The contracts will be a hybrid form embracing: I. Routine and winter maintenance service, remunerated on a lump sum basis related to performance; II. Certain initial repair works to pavements and structures and subsequent periodic maintenance works, the scope of which will be determined by the Employer, remunerated on a remeasurable basis. The term of the contracts will be five years. Tendering for the above contracts is expected to begin in the third quarter of 2011 with commencement of works later in spring 2012. Ukravtodor intends to procure the services of a consultant for the supervision of the OPRC contracts. The consultancy services will include: a) Supervision of initial repair works to roads and bridges and periodic maintenance works; b) Role of Project Manager under OPRC contract; c) Coaching of counterpart staff of Ukravtodor assigned to the office of the Project Manager; It is envisaged the role of Project Manager under the OPRC contract shall be progressively assumed by Ukravtodor, through the Oblast Road Services organisations in the L'viv and Zakarpattya Oblasts for the two contracts respectively. It will be a fundamental role of the consultant to ensure transfer of knowledge and competencies to the counterpart personnel in line with an agreed programme. The assignment is expected to start in the late winter 2012 and last up to 5 years. The consultancy contract is expected to be financed from the proceeds of the loan and consulting firms from any country are eligible for short listing and selection. The proceeds of the Bank's Loan will not be used for the purpose of any payment to person or entities, or for any import of goods, it such payment is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations The consultant should be a firm, or consortium of firms, with substantial experience and knowledge of the road sub-sector, with particular experience in eastern Europe and particularly CIS countries. In particular, the consultant should be able to demonstrate experience related to routine and winter maintenance of roads and related assets. The consultant's team will have to include the following disciplines and specialities: (i) Project management; (ii) Highway asset management based on whole life cost optimisation; (iii) Supervision of works; (iv) Routine and winter maintenance planning and management; (v) Planning and delivery of coaching, mentoring and training; At this time, interested consultants with relevant capability and experience should respond to the address below, enclosing a concise Expression of Interest setting forth in no more than 20 pages (excluding CVs and brochures) in A4 format with a minimum font size of 11 pts their capability, capacity and experience to undertake these services. To allow evaluation of applications, the information submitted should include: • Company profile, organisation and staffing; • Details of any intended Joint Venture or Association intended; • Details of recent and relevant assignments undertaken during the last five years; inclusive of project title; location; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; start and completion dates; value; name of the Client; funding source; objectives and brief narrative description of the project, functions and tasks carried out, including applicable national and/or international codes and standards. • CVs of key personnel who would be available to work on the services The Employer reserves the right not to shortlist consulting firms that have been found to have engaged in corrupt or fraudulent practices regardless of the results of technical evaluation of the expressions of interest A short list of qualified firms will be formally invited to submit proposals following this invitation. If a firm considers it does not possess all the required expertise for the assignment, it may consider forming a joint venture partnership with other firms. In such cases the Expression of Interest should provide the aforementioned details for each partner and an indication which firm is the lead partner.
