UkSATSE, the Ukrainian national air navigation provider, has applied for a loan from the European Bank for Reconstruction and Development (the Bank) and intends to use its proceeds to contribute towards financing the update of its air navigation system to comply with the standards of service as required by the European industry regulators. The proposed project, which has a total estimated cost of approximately EUR 120 million, and which is intended to be financed in parallel by the European Investment Bank (EIB) will require the procurement of the following works and services:

• Supply and installation of ANS software and hardware;

• Related civil works; and

• Consultancy services for procurement preparation and project implementation.

Tendering for the first contracts of the project is expected to begin at the end of the fourth quarter of 2011.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's 'Procurement Policies and Rules' and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
