This notice is an update to the GPN published on the EBRD's web-site on 21 April 2010.

The State Road Administration of Ukraine (UKRAVTODOR) intends using the proceeds of a loan from the European Bank for Reconstruction and Development ("the Bank") for the rehabilitation of the sections of approaches to Kyiv and for the pilot project for the maintenance of M06 road.

The proposed project, which is expected to be co-financed with European Investment Bank, has a total estimated cost of EUR 900 million (excl taxes) and will require the procurement of the following works and services:

Civil works for Phase I:

a. Repair of the section of M06 road Kyiv – Chop, km 14+080 – km 128+000 by separate segments;

b. Repair of the section of M07 road Kyiv – Kovel –Yagodyn, km 30+600 – km 64+000;

2. Civil works for Phase II:

a. Repair of the section of M06 road Kyiv – Chop, km 128+000 – km 152+400;

b. Repair of the section of M01 road Kyiv – Minsk, km 18+730 – km 98+000 by separate segments;

c. Repair of the section of M05 road Kyiv – Odessa, km 17+740 – km 87+000 by separate segments (excluding section km 36.00 – km 42.00);

d. Repair of the section of N01 road Kyiv – Znamyanka, km 14+470 – km 43+345;

e. Repair of the section of R02 road Kyiv – Ivankiv, km 11+432 – km 48+000.

3. Consultancy assistance for the supervision of civil works (phase I) by separate segments;

4. Consultancy assistance for the supervision of civil works (phase II) by separate segments;

5. Performance based maintenance of the section of M06 road;

6. Consultancy assistance for the supervision of maintenance works of the section of M06 road.

Tendering for the above contracts for phase I is started in the second/third quarter of 2010; for maintenance works and related consultancy assistance is expected to begin in second/third quarter of 2011; for phase II is expected to begin in the fourth quarter of 2011.

Contracts to be financed with the proceeds of a loan from "the Bank" will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
