6061-IFT-14849 This Invitation for Tenders follows the General Procurement Notice for this project which was published in 'Procurement Opportunities' on May 30, 2008. Ukrainian Railways hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Ukrainian Railways: Fast Passenger Trains Project - Design and Construction of the Beskyd Tunnel. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: • Design and construction of Beskyd Tunnel The proposed Contract shall include the following Contractor's General Obligations: a) Design the Works covering the entire project and comprising: • Railway tunnel including cross passages, portals, access roads and approaches; • Security building; • Railway track including track foundations; • Electrical and mechanical works within the tunnel and the approaches to the tunnel portals; • Bridge(s) near West tunnel portal; • Culvert extensions near East tunnel portal; • Drainage structures in tunnel and the approaches to the tunnel portals; • Designer supervision of the Works that shall be executed by the Contractor and the Employer; • Supervision of the Works that shall be executed by the Employer (see para below) b) Execution and completion of Section of the Works comprising the following: • Tunnel excavation and disposal of spoil; • Tunnel final lining (arch and invert); • Drainage and waterproofing in tunnel • Construction of cross passages and tunnel portals • Culvert extensions near East tunnel portal; • Slope protection and retaining structures • Installation of cable supports and ducts and all embedded items in the tunnel The Employer shall take over the above Section of the Works on completion by the Contractor. The remaining Works, which shall be designed by the Contractor, will be carried out by the Employer. The Contractor shall be expected to monitor the completion of the remaining Works by the Employer to ensure their compliance with the Contractor's Design and to retain the ownership for the latter. The Beskyd tunnel and the Project Area are located in the South West of Ukraine along the railway line that joins railway stations Lavochne at the Northeast side and Volovets at the Southwest side of the tunnel. The immediate (smaller) railway stations on each side of the Beskyd tunnel are Beskyd at the Northeast side and Skotarske at the Southwest side of the tunnel. The altitudes in the project area range between about 780 m.a.s.l. (at railway level) to a maximum of 1,014 m.a.s.l. The project area is hilly and mountainous, with the highest peak (of 1,014 m.a.s.l) named Vysokiy Tyn. The Employer shall expect the successful Contractor to complete the Design for the Works within 140 calendar days from the date of Commencement of the Works. The Contractor's Design shall be prepared in compliance with the Ukrainian legislation which shall be named as the law governing the Contract with the Contractor The Employer will undertake the responsibility to obtain the necessary approvals of the Contractor's Design by the local authorities with the Contractor's support as prescribed in the Contract. Section of the Works to be executed by the Contractor shall be completed within 800 calendar days of the receipt of the necessary approval of the Contractor's Design by the Employer. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: (a) Average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years of Euro 120 Million equivalent; and (b) Successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last 10 years. In addition the following specific experience will be required: • Construction of at least 3 (three) railway or motorway tunnels of 1.5 km length or longer; • Construction of cumulative length of at least 5 km of conventional mined tunnel or tunnels in hard rock conditions with an excavation cross section of minimum 75 m2, in situ concrete lining; • Construction of cumulative length of at least 3 km of conventional mined tunnel or tunnels in soft ground conditions with an excavation cross section of minimum 75 m2, in situ concrete lining (c) Successful experience as prime contractor in the preparation of proven design for at least three projects of a nature and complexity comparable to the proposed contract within the last 10 years. In addition the following specific experience will be required: • At least one project shall include design of a tunnel in hard rock ground conditions with an excavation cross section of 75 m2 or larger, in situ concrete lining; • At least one project shall include design of a tunnel in soft ground conditions with an excavation cross section of 75 m2 or larger, in situ concrete lining; • At least two projects shall include proven design of 2 (two) double-track railway tunnels of 1.5 km length or longer. •At least two projects shall include design of electrical and mechanical works for 2 double-track railway tunnels of 1.5 km length or longer. If the tenderer does not possess an in house design experience, experience of proposed specialist subcontractors will be acceptable. Notwithstanding, the tenderer shall demonstrate proven experience in the execution of at least one project involving single point responsibility for the design and construction of a project involving civil works of the nature and complexity comparable to the proposed contract. (d) Successful experience as prime contractor or lead partner of a joint venture contractor in the execution of at least one project involving single point responsibility for the design and construction of a project involving civil works of the nature and complexity comparable to the proposed contract during the last 5 years. Apart from the above qualification requirements, the tenderer shall propose qualified personnel and demonstrate financial position as specified in the tender documents. Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of USD 200.00 (two hundred United States Dollars) or its equivalent in convertible currency. Payment shall be made by bank transfer and documents shall be released upon provision by the Tenderer of a receipt showing funds were transmitted to the following accounts, or upon confirmation from Purchaser's bank that funds have been received. Cash payments are not permitted.
