This Invitation for Prequalification follows the General Procurement Notice for this project which was published in 'Web Site of the European Bank for Reconstruction and Development' (www.ebrd.com) - 'Procurement Opportunities' and updated on April 5, 2011, Ref. 6350-GPN-31245.

State Enterprise "Sea Commercial Port of Illichivsk" (the "Employer") has received the loan from the European Bank for Reconstruction and Development (the "Bank") towards the cost of the Sea Commercial Port of Illichivsk Infrastructure Development Project.

The project consists of a reconstruction of three existing berths, procurement of cargo handling equipment and carrying out dredging works to increase the depth of water up to 14.5m in the beginning and up to 16m afterwards. The objective of the project is to increase operational reliability and efficiency of the port's services and resolve critical transport bottleneck in the area by supporting development of major container terminal in the Black Sea.

This prequalification and further tendering process related only to the civil works for reconstruction of the berths Nos. 7, 8 and 9.

Taking into account all above mentioned, the Employer intends prequalifying firms and joint ventures to tender for the following contract to be funded from the proceeds of the loan:

• Civil Works Contract for Reconstruction of Existing Berths Nos. 7, 8 and 9.

Prequalification and tendering for contract to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Employer's country.

Prequalification documents may be obtained from the address below upon payment of a non-refundable fee concerned solely to cover the costs of reproduction and costs of dispatching by courier, in the amount of Euro 100 (one hundred euros) or equivalent in any convertible currency (this amount includes VAT but does not include the payment for bank transfer services - this charge shall be paid by the participant of the prequalification). If requested by the participant of the prequalification, the documents will be promptly despatched by courier, but no liability can be accepted for loss or late delivery. In addition, if requested, the documents can also be dispatched electronically after presentation by the prospective applicant of an appropriate evidence of payment of the non-refundable fee (for example, the copy of the bank receipt for the relevant payment). In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

The prequalification documents must be fully and duly completed and delivered to the address below.

Applications must be submitted no later than the following date and time:

• 15:00 Illichivsk time on "23" May 2011.

Documents which are received late may be rejected and returned unopened.
